City councillor Rosetta De Stasio is asking for a review of paid on-street parking in Benevento, challenging the map of blue-line spaces, the scope of the new monthly permit, and the duties assigned to traffic wardens.
The intervention, reported by NTR24 on 29 September, focuses on three points: whether the balance between paid spaces, resident-reserved spaces and free spaces holds in each individual zone or neighbourhood rather than only across the city as a whole, why the monthly permit is limited to Zone B, and which violations wardens employed by the operator can enforce.
The map dispute: proportions zone by zone
De Stasio argues that the distribution of blue lines should be checked locally, not only as a citywide total. In her view, the required proportion between paid stalls, stalls reserved for residents and free stalls must be verified within individual zones or neighbourhoods.
No municipal resolution or administrative act confirming the legal basis for that proportion was available in the research, and there is no confirmation that the stall map will be changed or on what timetable. The point therefore remains a political request for verification, not an announced revision.
The monthly permit: cost, duration and limits
The monthly on-street parking permit has been active since 25 September. It costs 25 euros plus a 1.50 euro fee, lasts 30 days, and is activated through SpotPay.
The key limit is geographic. The official BeMobi page restricts the permit to a defined list of streets and squares in Zone B. Zone A is not included in the official list of areas where the permit can be used.
That restriction is one of De Stasio's objections. BeMobi publishes the streets where the permit applies but does not explain the criterion used to select those streets over the ones excluded.
For drivers, the practical point is simple: buying the 25-euro permit does not cover all blue lines. Before paying, check whether the streets where you normally park are on the BeMobi list of eligible Zone B areas.
Current tariffs: Zone A and Zone B
On-street parking is organised into two tariff zones:
- Zone A: 1.50 euros per hour, with a 6-euro daily rate
- Zone B: 0.80 euros per hour, with a 3-euro daily rate
The system is operated under the BeMobi service, which provides for 12 traffic wardens on the street.
This two-zone structure is the context for the permit debate. Because the daily rate in Zone B is 3 euros, a driver who parks regularly in eligible Zone B streets can compare that recurring cost with the 25-euro 30-day permit plus commission. The calculation only works for the listed streets; it does not extend to Zone A.
Traffic wardens: what De Stasio contests
The third issue concerns enforcement. De Stasio maintains that wardens employed by the operator can issue tickets only for violations directly connected to paid blue-line stalls, while other violations of the Highway Code fall to the Municipal Police.
That delimitation is reported as De Stasio's position and as a reference to the Municipal Police commander, but it is not accompanied in the available research by a published legal opinion or enforcement order. Its exact legal scope therefore remains to be documented.
What happens next
According to NTR24, the questions over permits and wardens' duties are expected to be discussed further in a council committee meeting with the relevant councillor for the sector and a representative of the management company.
That committee discussion may clarify these points, including whether the stall map will be re-examined, whether the permit area will be widened, and how enforcement responsibilities are formally defined. For now, none of those outcomes is confirmed.
