The company behind the Casamarciano limestone quarry is contesting the account of a seizure reported this week in the Naples hinterland, saying it was not a criminal seizure but an administrative measure by the Campania Region and announcing a challenge before the TAR, Italy's regional administrative court.

In a statement issued on 15 October 2026 on behalf of the administrator of Edilcalcestruzzo, the defence described the measure as a regional administrative order linked to alleged non-compliance with a suspension order. The company said no extraction was under way at the site, only handling of material already present, cleaning and maintenance, and said it had not breached the regional suspension order.

That account stands in direct contrast to press reports of the inspection, and the contrast is not resolved by the sources available so far.

What the inspection reports describe

Independent press accounts describe an inspection carried out by Carabinieri from the Castello di Cisterna group and the Tufino station, together with staff from the regional office for "Miniere, Torbiere e Risorse Geotermiche."

According to those reports, the checks concerned the Marinelli quarry in Casamarciano, described as covering about 250,000 to 260,000 square metres. The reported figure is not uniform across outlets.

The same reports link the intervention to two earlier administrative acts: an anti-mafia interdiction issued by the Prefecture of Avellino and the revocation of the Autorizzazione Unica Ambientale by the Municipality of Casamarciano. Il Mattino adds that the Region had ordered the suspension of works on 23 April and had also started proceedings concerning the lapse of the extraction authorization.

The reports state that the company's legal representative was reported to the authorities and that ten vehicles, including excavators and trucks, were seized.

How the case developed

Placed in sequence, the reports outline the following steps:

  • The Region ordered the suspension of works on 23 April, according to Il Mattino, opening a dispute over whether activity at the site then stopped.
  • The Municipality of Casamarciano revoked the Autorizzazione Unica Ambientale, while the Prefecture of Avellino issued an anti-mafia interdiction, according to RaiNews, Il Mediano and Il Mattino.
  • Carabinieri and regional mining-office staff then inspected the site at Casamarciano and reported that extraction activity was still continuing.
  • On 15 October, the defence for Edilcalcestruzzo issued its note rejecting that reading, describing the measure as administrative rather than criminal and announcing recourse to the TAR.

No regional, municipal or prefectural orders, and no inspection record, were available in the sources reviewed, so the precise legal basis and wording of the suspension, revocation and interdiction could not be independently checked.

What remains unclear

Several points remain open. The exact size of the area is reported only approximately, at about 250,000 or about 260,000 square metres. The nature of the activity observed during the inspection is disputed: the company speaks of handling stored material, cleaning and maintenance, while press accounts report continued extraction.

The current status of the extraction authorization and of the reported lapse proceedings is also unverified, and there is no available outcome for the TAR challenge announced by the company.

For readers following the Casamarciano site, at via Olivella in the Marinelli quarry area, the next verifiable steps would be publication or disclosure of the regional suspension order, the municipal revocation act, the prefectural interdiction, and any filing or decision before the TAR.
