Scampia is turning a page. The first three apartment blocks of Lot M — buildings A1, A2 and A3 — are complete, with 97 new homes expected to be handed over between the end of 2026 and the beginning of 2027.

The handover marks the first visible result of ReStart Scampia, the urban regeneration programme for the district long associated with the Vele housing blocks.

What is ready now

The three completed buildings contain 97 apartments in total. They are described as bright buildings with terraces, five different apartment layouts, photovoltaic systems and commercial or community spaces on the ground floor.

Apartment sizes range from around 50 to 140 square metres, offering options for households of different sizes.

What ReStart Scampia will change

According to the City of Naples, ReStart Scampia provides for the demolition of the Yellow Sail and the Red Sail, and the rehabilitation of the Blue Sail, known as the Vela Celeste.

The wider programme includes new housing, public spaces, neighbourhood services, a school, a civic centre and areas for urban farming. The new homes are described as energy self-sufficient.

Reporting on the overall scale of the programme differs: Il Mattino describes a 200-million-euro programme for 509 new homes plus local services, public areas, a school, a civic centre and new roads, while the City's project page describes 433 energy self-sufficient homes with a park, social services, a school and spaces for urban agriculture. The figures may refer to different project boundaries or updates.

Who the homes are for

The new homes are intended for residents of the Vele, subject to meeting the requirements set by law. No verified nominative timetable for the allocation of individual apartments to families has emerged from the sources reviewed.

When the move happens

The first 97 homes are reported as deliverable between late 2026 and early 2027, with Il Mattino pointing to the start of 2027 as the main window. That timing remains an estimate rather than a confirmed moving date for each household.
