Regione Campania has approved the public notice AMA ES to select territorial partnerships and launch co-design pathways for people in external criminal enforcement.
The call will select five territorial partnerships, one for each Campania province. Each partnership must include at least three distinct members and be led by a Third Sector body acting as lead partner.
Who the programme is for
The beneficiaries are adults leaving prisons, people in external criminal enforcement, and people subject to community sanctions who are taken in charge by the UEPE offices in Campania.
Proposals must combine social and employment inclusion with residential reception and support toward autonomy for people who lack adequate housing. In practice, that means pathways cannot cover only training or job placement: they must also address housing need where the person does not have a suitable domicile.
What the five inclusion hubs will do
The project provides for five inclusion hubs, one per province, offering integrated services. According to the Region, the hubs will provide orientation, social intake, psychological support, administrative and legal accompaniment, family and linguistic mediation, training, and extracurricular traineeships.
Housing support is a core component. The programme includes temporary residential reception and measures for housing autonomy for people without adequate family, economic, and housing resources.
Funding and policy framework
The notice has a budget of €6,154,359.80, drawn from ESF+ resources for the AMA ES project under the National Programme Inclusion and Fight against Poverty 2021-2027.
AMA ES is Action 4 at ministerial level for the active inclusion of people in external criminal enforcement, financed through ESF+ and ERDF. The initiative sits within the Ministry of Justice agreement with Regione Campania and the plan "Una giustizia più inclusiva."

Organizations interested in leading or joining a partnership should consult the full notice for complete eligibility rules. The regional information page does not reproduce the detailed evaluation criteria, and the allocation by province and between lines of action requires checking Article 14 of the full notice. No operational start date for the five hubs is given in the summary page, and no specific hub premises have been confirmed in the documentation summarized here.
