Students in the Phlegraean area whose actual home changed following evacuation orders can apply for a free student transport pass even if their registered residence has not changed, according to Regione Campania.

The exception is aimed at students whose displacement has created different travel needs for reaching schools or universities. In the cases covered by the measure, eligibility applies regardless of registered residence and, where specified, regardless of income limits.

Under the ordinary regional program for the 2026–2027 school and academic year, free annual public-transport passes are available for the home-to-school or home-to-university route to eligible Campania students aged 11 to 26, normally subject to an ISEE ceiling of 35,000 euros. The Flegrea-area provision extends access to displaced students affected by the evacuation measures.

Applications must be submitted through the dedicated Consorzio UnicoCampania platform by creating a transport card.

Students covered by the evacuation measures who now live in a municipality different from their registered residence, or whose ISEE is above 35,000 euros, must take one additional step after submitting the application: send the evacuation-order details together with the generated card number to the Regione Campania and UnicoCampania email addresses indicated in the regional notice.
