Benevento's opposition push to end the Mastella administration has opened a second dispute inside the city council. Rosetta De Stasio, councillor for Prima Benevento, has distanced herself from a planned demonstration calling for the mayor's resignation, describing the organizers as inconsistent and driven by personal motives.

De Stasio argues that political action should be coherent and effective. In her view, some of those now protesting previously supported Clemente Mastella's political grouping in a regional election and now govern alongside it in Campania, which undermines the credibility of the current protest.

The protest follows a 24-point dossier presented by Benevento opposition groups calling for the end of the Mastella administration. According to the dossier, their concerns include the judicial investigation involving former municipal executive Gennaro Santamaria, delays to public works and PNRR projects, school conditions, transport and parking management, environmental issues, and alleged patronage appointments.

Mastella has rejected the accusations and said he intends to continue governing rather than resign early. He described the 24 points as contested claims rather than established facts.

De Stasio also questioned the practical value of demanding resignations while the mayor retains a council majority. She said she would sign a resignation initiative if at least 16 other councillors joined her, presenting that as the threshold for an effective institutional move rather than a symbolic demonstration.

The immediate dispute therefore has three positions: the opposition's call for resignation, De Stasio's criticism of the protest's consistency and effectiveness, and Mastella's refusal to step down.

These remain reported political claims. The allegations concerning administrative failures and the Santamaria investigation were not independently verified through official judicial or municipal documents, and the composition, attendance, and outcome of the protest are not yet established.
