Health union Fials Benevento has announced a protest and formal warning directed at regional institutions and the management of AORN San Pio, calling for the release of financial resources, implementation of the hospital's 2025–2027 staffing plan and protection of essential levels of care.
The move was announced through secretary-general Giovanni Tommaselli, according to NTR24's report on the union statement.
At the center of the dispute is what Fials describes as a freeze on more than €60 million in resources. According to the union, the funds have been frozen on a provisional basis, while healthcare companies were instructed to base their 2026–2027 forecast budgets on the historical 2025 ceiling for undifferentiated funding.
Fials argues that those spending controls could block planned staff turnover and recruitment at the Rummo and Sant'Alfonso Maria de' Liguori facilities. The reported funding freeze, its exact amount and the budget instruction are presented as the union's claims.
The union links heavy shifts, persistent understaffing and the workforce's high average age to physical and psychological strain, including an increase in reported cases of physical unfitness. Fials rejects describing these staffing-related problems as "tactical absenteeism."
Fials also defends permits under Law 104/1992 and opposes restrictions on that right or the use of punitive criteria for productivity bonuses.
