Pompilio Forgione, mayor of Solopaca and president of Sannio Acque, has rejected claims that his two roles are incompatible, saying public oversight of the water company is guaranteed by the municipal representatives on its board.

The reply, reported by NTR24 on 3 October 2026, responds to the Comitato Sannita Acqua Bene Comune, which had called for Forgione's immediate removal or resignation from the Sannio Acque presidency. The committee's position was reported separately on 2 October 2026.

The dispute concerns both whether a sitting mayor can serve as president of the company and the management model chosen for the integrated water service in the Sannio area.

What the committee alleges

According to the published account of its statement, the Comitato Sannita Acqua Bene Comune argues that Forgione's position as mayor conflicts with his leadership of Sannio Acque.

The committee bases that objection in part on Article 63 of Legislative Decree 267/2000 and characterizes the company's mixed public-private structure as a conflict of interest. On that basis, it requested his removal or resignation.

How Forgione responds

Forgione disputes the allegation of incompatibility and describes the committee's statements as serious.

He says the public-control function is exercised by the municipal representatives serving on Sannio Acque's board. In his account, control is therefore guaranteed by the representatives of the shareholder municipalities themselves.

Forgione also states that he receives no salary, allowance or attendance fee for the presidency. He describes his functions as institutional, supervisory and coordinative rather than operational.

On decision-making, he refers to Article 22 of Sannio Acque's statute and says decisions require board approval representing two-thirds of the population of the shareholder municipalities.

What is still unresolved

The legal compatibility of Forgione's two offices is not resolved by the material acquired so far. The two published reports present competing positions.

In particular, the full text of the cited Article 22 of the Sannio Acque statute was not independently acquired. The reported regional measure assigning integrated water-service management to Sannio Acque was also not independently verified from an official publication.

Other claims raised around the case, including references to Corte dei Conti findings and an alleged referral to the Interior Ministry, were not corroborated with the underlying documents. No response from the Ministry, Prefecture, EIC or Corte dei Conti was acquired.
