The first seven Indian workers in the WORK4ITALY programme have arrived in Benevento and have been hired by two local construction companies. The arrivals mark the first operational phase of a project that began in 2025 in response to a shortage of qualified labour in the construction sector.

According to local reports, the wider programme involves 30 selected workers. Administrative procedures for the remaining 23 are still underway, with no confirmed arrival date reported.

Hired by two local firms

The two companies that hired the first seven workers are Ben.Con (Beneventana Conglomerati) Srl and Cavoto Costruzioni Srl.

They are among six local companies participating in the project. The other participants are Alma Mater Scarl, CAR Segnaletica Stradale Srl, Italbilding Srl and OVRES Company Srl.

The sources do not identify the individual workers by name, nor do they specify their exact job assignments or construction sites.

Trained in India before arrival

The programme combines professional and civic-linguistic training in India with employment support in Italy.

The 30 participants completed 320 hours of training covering construction carpentry, reinforced-concrete work, excavation and earthmoving machinery, and demolition equipment.

Entry outside ordinary quotas

The project uses the route provided by Article 23 of the Italian Consolidated Immigration Act. That route allows eligible workers who have completed specific training abroad to enter Italy outside ordinary entry quotas.

The reports describe the legal framework but do not include a primary government document confirming the individual workers' permits.

What happens next in Benevento

Arrival is not the final step. The first seven workers still face post-arrival procedures, including residence documentation, safety training and placement in work sites.

No longer-term employment, integration or safety outcomes have yet been documented in the available sources.
