Confcommercio Benevento, led by Rocco Barbato, has proposed a convention-based system that links shopping in the city with free parking time.
Under the proposal, once a defined spending threshold is reached, a participating merchant could give the customer an hourly parking ticket and cover the subsidized cost. The benefit could be cumulative according to the amount spent, rewarding larger purchases.
How the proposed system would work
The tickets could be managed digitally through a QR code or a dedicated application, rather than through existing parking meters alone.
The idea is designed as an agreement among businesses, parking operators and the city administration. Confcommercio says it has met with the new parking operators and the Comune di Benevento, which reportedly showed interest.
Follows September meeting at Palazzo Mosti
The proposal follows a meeting held on 14 September 2026 at Palazzo Mosti concerning local commerce and the city's paid-parking system.
That meeting also considered vouchers and preferential tariff agreements for the Megaparcheggio and blue parking spaces, including vouchers tied to a predefined spending threshold and a possible future convention involving trade associations, the Comune and BeMobi.
What shoppers should know
For visitors to Benevento city centre, the proposal, if adopted, would mean that a purchase in a participating shop could include parking time as a bonus.
There is no need to change current habits yet: the system is still a proposal, not an operating service.
What is still to be decided
Several key details have not been defined:
- The spending threshold needed to qualify has not been specified.

- The list of participating businesses and the final eligibility rules are not yet public.
- The technical agreement among Confcommercio, the Comune, parking operators and BeMobi has not been finalized.
- No launch date or confirmation of operational implementation has been announced.
