A protocol on preventing crimes affecting banks, post offices and citizens was scheduled for signature at the Prefettura di Avellino on 13 October 2026 at 12:00.
According to IrpiniaNews, the reported signatories are the Prefettura, ABI/OSSIF and Poste Italiane, with participating banks and provincial law-enforcement leaders expected to attend. The stated objective is to strengthen prevention through closer cooperation between institutions, law-enforcement bodies and sector operators.
The signing had not yet taken place when the IrpiniaNews report was published, so the final text, specific measures and implementation timetable were not available.
Why the protocol was announced
The announcement links the planned signing to two recent local episodes: an ATM attack in Lacedonia and an attempted attack on a valuables-transit vehicle on the Avellino–Salerno raccordo.
Those two incidents were cited in the announcement as local context. They were not independently confirmed by the additional sources acquired, and no current, province-specific crime statistics for Avellino were found in the acquired documents.
What the cooperation model involves
The Avellino plan fits an established prevention model based on information sharing and coordination among Prefectures, law-enforcement bodies, ABI/OSSIF, banks and Poste Italiane.
A comparable example comes from Benevento. In 2026 the Prefettura di Benevento described a renewed protocol signed by the Prefecture, ABI-OSSIF and Poste Italiane, with law-enforcement participation. That framework extended the cooperation to Poste Italiane and created an “Osservatorio Territori Sicuri” for shared analysis of criminal phenomena and vulnerabilities.
The Avellino report does not say whether the Avellino text will include the same structure. The individual signatories and the full list of participating banks and institutions in Avellino were also not identified in the primary report.
National background on ATM attacks
National historical figures provide background on the type of risk these protocols address, but they are not current Avellino figures.
The 2021 intersectoral report on predatory crime states that cooperation between public-security authorities, ABI, Poste Italiane and other operators supports analysis and prevention of predatory crime. It records 419 attacks on bank ATMs and 169 attacks on post-office ATMs in Italy in 2020.
Those figures describe the national situation in 2020. They do not describe the present situation in Avellino or Irpinia.
What is not yet known
Several points remained open at the time of the announcement:
- The final contents of the Avellino protocol had not been published.
- No implementation timetable was available.
- The names of individual signatories were not reported.
- The full list of participating banks was not reported.
Confirmation of what was actually signed, and of any measures that follow, will depend on publication by the Prefettura di Avellino or the other reported participants after the scheduled 13 October meeting.
