Salerno's Universo Beach nourishment project may be heading toward a practical solution. The City of Salerno and the Infratech consortium are considering an agreement under which Infratech would remove material judged unsuitable from the beach at Torrione, with a small upward revision of the contract cost covered through savings within the project's overall budget.
The dispute concerns the beach nourishment carried out at Universo Beach, in the coastal stretch between Pastena and Torrione. The city and the contractor hold differing views on responsibility and on the characteristics of the material used, while the question of legal and financial liability remains to be established.
How much material is involved
A technical estimate cited by local press puts the volume to be removed at around 14,800 cubic metres. The same estimate places the total cost of excavation, transport and disposal at an authorized facility at about 1.004 million euros.
That figure is a technical estimate reported in the press, not the final amount that would be paid by the municipality. No final agreement between the city and Infratech on the variation to the contract has yet been defined.
Why the material is contested
According to the reports, the objections raised around the works include alleged qualitative non-compliance of the materials used, delays against the works schedule, and gaps in environmental monitoring.
Core sampling has therefore become central to the next steps. Geognostic investigations by drilling were assigned to I.GEO. Sas, in a contract worth 5,795 euros, to measure the thickness of the layer placed during the nourishment and to assess its conformity with the contract specifications.
What has to happen next
Removal cannot start immediately. It depends on authorization from the Campania Region's environment office and on the results of the latest core samples.
It is also not yet clear whether the procedure to terminate the contract will be completed or set aside in favour of an operational agreement between the parties.
