Naples introduced a temporary nighttime ordinance covering nightlife areas across five of the city's municipalita, creating a single "zona omogenea" roughly equivalent to half the city. The measure set earlier closing times and fines for businesses that break the rules.
The areas covered include parts of Municipalita 1 around Chiaia, Municipalita 2 around the Spanish Quarter, the historic centre and Via Bellini, Municipalita 3 around Viale dei Pini and Viale dei Tigli, Municipalita 5 around Vomero, and Municipalita 10 around Bagnoli-Fuorigrotta.
The restrictions apply from midnight to 06:00 to bars and other public-serving businesses, neighbourhood shops, takeaway food-and-drink businesses, and vending machines in the designated zones.
The maximum closing times are 01:00 from Sunday through Thursday, 02:00 on Friday, and 03:00 on Saturday. Cleaning and reordering inside the premises must also be finished by those closing times.
Violations can result in fines from 25 euros to 500 euros. Repeated violations may lead to suspension of the business for one to 30 days and, in more serious cases, revocation of the authorization.
According to the report, the ordinance was due to take effect on the Friday following its publication and remain in force until 16 November. It is not confirmed from the available research whether it was later extended, replaced, or allowed to expire.
Enforcement remains an open question. The report notes that about 50 municipal police officers cover the midnight-to-06:00 shift, while about 100 would be needed to cover all five affected municipalita. It also records doubts about whether the measure alone would reduce violent nightlife incidents or have effects lasting beyond its expiry date.
