Carabinieri from the Napoli Centro company checked nine taxi drivers in the area of Naples' maritime landing points and recorded six road-code violations, according to Il Mattino.

One of the drivers was identified as operating an abusive taxi while tourists were aboard. The reported sanctions for unauthorised taxi activity included a penalty, suspension of the driving licence and seizure of the vehicle for subsequent confiscation.

What the operation found

The checks, carried out around the port landing areas, covered nine drivers in total.

Alongside the abusive-taxi case, the operation found a driver who had never obtained a driving licence and a vehicle circulating without a valid inspection.

The report does not identify the drivers, the precise street locations, the vehicles involved or the number of tourists aboard. It also does not give the exact amount or details of the sanction for the driver who had never obtained a licence.

Why "never obtained" is a separate issue

Driving without ever having obtained the corresponding licence is distinguished from merely failing to carry a valid licence document during a check.

According to an Automobile Club Napoli explainer, driving without ever having obtained the corresponding licence falls under Article 116(15) of the Italian Highway Code in the framework it describes, providing for an administrative penalty and vehicle immobilisation. Repeat offending may carry more severe consequences.

That explainer dates from 2016, so current amounts and procedural details should be checked against the latest legislation before relying on them.

A separate operation in Pozzuoli

In a separate operation in Pozzuoli, Carabinieri and municipal police identified 24 abusive taxi drivers, including two drivers without driving licences.

In that Pozzuoli operation, all 24 drivers were reported as having customers aboard, and all the vehicles used were seized. Other vehicles were reported as lacking insurance, inspection or registration documents.

The Pozzuoli cases are separate and there is no evidence connecting them to the Napoli Centro operation in the port area.
