Businesses and the Confindustria organizations of Benevento and Avellino have presented a joint "Manifesto Industriale per lo sviluppo, l'infrastrutturazione e la sostenibilità della Valle Caudina," a shared program for infrastructure, mobility, innovation, training, sustainability and welfare.
The initiative was presented in Bonea at the Seieffe headquarters during the second "Insieme 100 – Confindustria incontra il territorio" event.
One valley, one economic system
The central idea of the manifesto is to treat the Valle Caudina as an integrated economic and social system extending across the provinces of Benevento and Avellino.
Its authors call for overcoming administrative fragmentation and establishing shared territorial planning, so that municipalities, businesses and institutions on both sides of the provincial border work from a common development strategy.
Infrastructure named as the first emergency
Infrastructure is identified as the first emergency for the valley.
The priorities listed include the Partenio Tunnel, the Paolisi–Pianodardine route, the Fondovalle Isclero, road maintenance, sewer networks and fiber connectivity in industrial areas.
The message is practical: without reliable roads, utilities and digital connections, local manufacturing cannot compete or expand.
Railways, stations and connections to high-speed services
The manifesto also proposes railway improvements, including the reopening of the Benevento–Cancello line planned for 2027, links to Afragola high-speed rail, an "Appia Express," station redevelopment and discounted fares.
Improved rail connections are presented as essential both for commuters and workers and for connecting Valle Caudina companies more closely to national transport corridors.
Innovation, training and startups
Beyond physical infrastructure, the program includes a local technology hub, advanced digital laboratories, ITS training linked to manufacturing and incubators for innovative startups.
The aim is to anchor advanced production in the area and give young people technical skills connected to real manufacturing needs.
Welfare, environment and energy
The social and environmental proposals include family-oriented corporate welfare, remediation of territory affected by a recent fire, water and waste-management strategies, green areas and renewable-energy production.
Sustainability is therefore framed as both environmental recovery and long-term competitiveness.
A permanent committee to monitor implementation
To prevent the manifesto from remaining a declaration of intent, a permanent steering committee is proposed to turn the program into concrete measures and monitor implementation.
Regional productive-activities councillor Fulvio Bonavitacola supported the approach and emphasized internal areas, advanced production, technology and training for young people.
What remains unspecified for now are costs, responsible institutions, milestones and binding commitments. The value of the Bonea initiative is political and programmatic: Sannio and Irpinia industrialists are speaking with one voice and asking institutions to treat the Valle Caudina as a single territory to plan, connect and develop.
