Cisl Funzione Pubblica di Napoli has declared a state of agitation for health workers employed in emergency departments across the Naples metropolitan area, citing the failure to implement a regional agreement on allowances signed on 8 July.
According to the report in Il Mattino Napoli, the dispute concerns the non-application of the allowances provided for comparto staff under that agreement. The union says workers have been waiting for about three months for payment of sums due under the agreement and the current contract.
Who is affected
The union communication was sent to the management of the three metropolitan local health authorities, to the Cardarelli, Santobono-Pausilipon and Ospedali dei Colli hospitals, and to the Federico II and Vanvitelli university hospital authorities.
Cisl has announced workplace assemblies and further mobilization initiatives if company-level meetings are not convened.
The 8 July regional agreement
The regional agreement at the centre of the dispute covers comparto personnel working in pronto soccorso emergency departments, Osservazione Breve Intensiva (OBI) units and 118 emergency services.
Reported terms include:
- resources of about 17 million euros for 2025 and almost 20 million euros for 2026, with part of the sums paid retroactively;
- monthly allowances of up to 350 euros for nursing and midwifery staff;
- 240 euros for technical and health-support staff in the Operatori area;
- 140 euros for other eligible staff concerned.

Pressure inside emergency departments
A separate earlier report concerning the Cardarelli hospital helps explain the working context cited by unions. At Cardarelli, Cisl FP and Nursind extended a state of agitation pointing to overcrowding, chronic staff shortages, routine use of on-call cover and OBI stays lasting three to four days.
The sources do not establish that the Cardarelli situation and the current metropolitan-wide dispute are part of a single formal procedure.
What remains unclear
